Permission to manufacture a character does not explain every right involved in publishing a photograph of it. The image and the depicted creative material need an appropriate review.
WIPO describes copyright as protecting qualifying creative works, including artistic material. WIPO — Why Copyright Matters to SMEs.
Identify the assets
For a character catalogue, record who supplied the photograph and which artwork or marks it depicts. Keep the proposed publication use clear rather than assuming possession of the image file settles the question.

Review the actual permission
Check the relevant agreements and applicable law with the responsible rights specialist. A product purchase or a file delivery should not silently become unrestricted promotional permission. Preserve the evidence supporting the particular use instead of borrowing a rights statement from another project.
