A laboratory result and a certificate should not be treated as interchangeable files. Their roles and responsible parties matter in a United States children's-product review.

Identify the responsible document
Ask which document is being supplied, who issued it and which product and rules it covers. Do not describe a laboratory as issuing a manufacturer's or importer's CPC simply because it performed testing. Review the actual evidence rather than relying on a file name.

Check current submission obligations
CPSC's current page also directs importers to its eFiling guidance. Review that official guidance for the actual import scenario instead of assuming that retaining a PDF settles every submission requirement.
